Hoping to be towing about 3000 to 3500 pounds up and down a ramp and on flat roads for no more than 40 miles. All this would only be once in a while. 1. Would a 2 wheel drive with a 4.0 be enough or would it be better to get a 4 wheel drive ? 2. Would an empty bed cause problems with traction with the back tires ? 3. Is a 4.0 necessary or would a 2.3 be enough ?

I believe you will be fine. I had a 93 ranger XL, 2.3L 2wd I used for a mobile detailing business. I never really towed with it but carried a large detailing skid, pressure washer, tool box full of equipment, and a 100 gallon water tank and everything was fine. I did have to get new leaf packs and an ad a leaf to support the weight but as far as engine and trans went, it was a breeze
the 2.3 would be worked to death towing that much... as far as towing an empty bed would be ok to tow with because the trailer is going to weigh it down.... and a 2 wd would work good but i would say you might wanna check into getting electric brakes and brake controller installed to help with slowing your truck down....
A 2wd or 4wd will work the same as far as towing is concerned.however a automatic has a higher towing rating than a manual.
An automatic will also produce a lot more heat than a manual so if you go that route you should look into a tow package with a trans cooler.
Don't know I'd this helps but my 89 use to tow 2000+ and it was a 2.3, 5 speed, 2wd.. The only thing I would say is get an aal so your not squatting like a girl who has to pee...
