You didn't say year or model. but there is a vacuume controlled valve on the heater hoses leading from the engine to the heater core. Check to see if the vacuume line (or cable) is broken. the valve may also be stuck. It is usually located on the passenger side under the hood
My quick reply was assuming that the radiater was full. If the fan is blowing it is not a fuse, check the flow valve and vacuume line as described.

ah...gotcha! I thought if you ran the AC (pushing air up onto your windshield), it would get that moisture off the windshield?!?!
PROBLEM SOLVED: the valve was gunked up. i sprayed it underneath and got it working fine now. some road salt probably got up in there. THANKS...
